I. About the Laboratory

The Key Laboratory of Intelligent Development and Service of Archives is among the first batch of key laboratories of the National Archives Administration of China; a total of 8 key laboratories nationwide have been accredited by the National Archives Administration of China.

l Mission and Positioning

Addressing major, key and common scientific and technological issues in the field of archival information development amid the innovative development of archival undertakings in the new era, the laboratory conducts high-level applied basic research and undertakes fundamental work in archival science and technology. It is committed to providing high-level archival theory, high-quality archival scientific and technological achievements, high-standard archival technical talent, high-level archival exchange platforms and forward-looking archival think-tank services to tackle major scientific and technological challenges in archival undertakings.

l Key Research Areas

In line with the national informatization development strategy and focusing on the intelligent development and service of archival information resources within the framework of modernizing national governance capacity, the laboratory conducts research on theories and methods for the intelligent development of archival undertakings, the organization and development of smart archival data resources, the application of new technologies and smart services in archives, archival data security governance and trusted ecosystem construction, and archival social services and the transfer of scientific and technological achievements.

II. Representative Achievements of the Laboratory

[Smart Archives Middle Platform]

Targeting the technical needs of archival file management and document content organization and mining, this middle platform is built on technical models for image recognition and processing, semantic understanding and multimodal document processing. It develops and integrates intelligent archival file processing applications, including intelligent classified-content screening and release review, photo archive restoration, intelligent retrieval of personal archives, document information extraction and complex document recognition. It provides convenient, open technical platform interfaces for automated archival file processing, improving the usability and convenience of the technology.

[ArcGPT Archival Large Language Model]

Independently developed by the laboratory, this model was trained by building a large-scale archival knowledge dataset covering archival standards, archival journals,/dissertations, archival monographs, archival patent documents and other types of literature, and by annotating prompt corpora for archival business scenarios for targeted pre-training. It can hold natural conversations with users and provides intelligent archival services such as archival knowledge Q&A, keyword extraction, smart compilation and research, OCR recognition and archival knowledge graphs.

[Smart Archives Integrated Management Platform]

With three networks physically isolated, this platform uses domain-wide trusted edge computing technology to achieve three-network integration and support remote access services. Combined with Internet of Things and blockchain technologies, it integrates big data visualization and monitoring of physical archive repository indicators to maximize the user interaction experience, enabling users to complete multiple business processes on a single page and greatly improving the efficiency of archival receiving, management, preservation and use.

[Specialized Archives Platform for Surveying and Mapping Materials]

This platform supports the collection, management, storage and use of surveying and mapping archives and builds a PB-level digital archival repository. It is a system for the unified management of business and outcome archives in land, mineral resources, geology, planning and surveying and mapping. Focusing on refined management, business informatization and convenient services in natural resources archival work, it enables early screening of business and outcome archives through big data.

[Virtual Simulation Training Platform for Smart Archives Full Life-Cycle Management]

Aiming to improve the artificial intelligence literacy of archival science students, this platform uses data to drive smart management of the full archival life cycle, enabling digital and intelligent technologies to efficiently empower the "collection, management, storage and use" of archives and deepening students' understanding of "artificial intelligence+archival management." It has been approved as a first-class course in Hubei Province.

III. Laboratory Development Mechanism

Hosted by Wuhan University and led by the School of Information Management, the laboratory is jointly built with the Hubei Provincial Archives, the Wuhan Institute of Data Intelligence and Wenhua Zhidian (Wuhan) Technology Co., Ltd. 

[Wuhan University]

Wuhan University is a key comprehensive university directly under the Ministry of Education, a key university of the national "985 Project" and "211 Project," and one of the first universities in the "Double First-Class" initiative. The School of Information Management's first-level discipline of Information Resources Management, a national key discipline, has consistently ranked first or A+, and has been selected for two consecutive rounds as a world-class discipline under construction; its Archival Science program is a national first-class undergraduate program.

[Hubei Provincial Archives]

The Hubei Provincial Archives is an important archival repository in Hubei Province, a provincial demonstration base for patriotic education, an archival access service center, a government information disclosure center and an electronic records management center, with rich holdings.

[Wuhan Institute of Data Intelligence]

The Wuhan Institute of Data Intelligence is a new-type R&D institution sponsored by the People's Government of Wuchang District, Wuhan, established under the leadership of Wuhan University and funded by the Wuhan Municipal People's Government to promote innovation and industrial development in the field of data intelligence.

Wenhua Zhidian (Wuhan) Technology Co., Ltd. is a high-tech enterprise focused on smart archives, specializing in archival digitization and the development and service of archival information systems. Using cloud computing, artificial intelligence, blockchain and other technologies, it provides full-industry-chain archival informatization services to archival clients of all levels and types.
