An Analysis of the Evolution of China's Archival Use Service Policies under the "Goal-Tool" Framework

Traditional studies on the evolution of archival utilization service policies mostly focus on outlining the overall course of policy evolution, while neglecting the evolution of the constituent elements of policies. This study, by contrast, uses the association network analysis method to construct a policy goal-policy tool analysis framework based on central-level archival utilization service policies, and reveals the patterns of change in policy goals, policy tools and their interaction.

The paper finds that the goals are guided by socialist modernization and have gradually formed a system; the tools are jointly dominated by supply-side and environmental tools and are becoming more diverse; and the fit between goal setting and tool selection has become stronger. At the same time, there are problems such as vaguely expressed policy goals, an unbalanced structure of policy tools, and a mismatch between goals and tools. To address these, the paper proposes refining and differentiating policy goals, strengthening the application of demand-side policy tools, and improving the match between policy goals and policy tools.

By constructing a two-dimensional "Goal-Tool" policy analysis framework and using the association network analysis method, the paper successfully explores the relationship between policy goals and tools, and identifies the core policy goals and tools. The study was funded by the Hubei Province Young Top Talent Training Program.
