Taking the implementation of the "Regulations for the Implementation of the Archives Law" as an opportunity, this study addresses the tension between archival laws and regulations, administrative regulations, and archival practice from four aspects: improving the types and modes of archival administrative penalties, establishing a mechanism linking administrative and criminal penalties, unifying the discretionary standards for archival administrative penalties, and issuing the "Specifications for Drafting Legal Documents for Archival Administrative Penalties." The study aims to respond to the practical concerns of archival administrative penalty work at an overall level, to put into practice the requirement of "solidly advancing law-based administration" set out in the report to the 20th National Congress of the Communist Party of China, and to effectively enhance the administrative efficiency and credibility of archival administrative penalty work.
